Makassar, Focus Group Discussion: Mapping Miniplant of Blue Swimming Crab was held, on November 21, 2018

Blue swimming crab products from Indonesia is one of the excellent fisheries and marine products export which is in 2017 reach 15,867,016 kg in export volume and 308,827,416 USD in export value based on data from the Ministry of Marine Affairs and Fisheries. Blue swimming crab fisheries is involving so many peoples that spread into the supply chain from upstream to downstream. The supply chain spread widely on various areas in Indonesia, from the island to island, province to province. South Sulawesi being the one of the province that also contribute in blue swimming crab fisheries with several supply chains. Along with the developing of the era, there are changes in the blue swimming crab fisheries in every sectors, such as the environment, government regulations, market requirements, and industry.

In 2018, United States as the biggest importer country for blue swimming crab implement the product traceability system regulation at all of fisheries supply chain, including blue swimming crab. Indonesia as the exporter country must be able to fulfill this regulation. Blue swimming crab supply chain is include the small fishermans with boat size <10 GT, collectors, miniplants, and fish processor units.

Miniplant and the supply chains below it have an important role due to the direct interaction between them to the blue swimming crab in the nature, which is giving us the reason to organize a program that can develop the knowledgement about the good utilization of blue swimming crab, and also to fulfill the government regulations and market requirements, especially to verificate and mapping miniplants, synergy and understanding the CPIB and SKP certification process. Therefore, BKIPM Makassar collaborating with Bappenas, UNDP, and APRI organized the Focus Group Discussion: Mapping Miniplant of Blue Swimming Crab in South Sulawesi Province which was held on November 21, 2018 in Makassar. This program attended by several stakeholders such as Marine Affair and Fisheries Agency of South Sulawesi Province, Fisheries and Agriculture Agency of Makassar, Fisheries and Marine Director of Bappenas, BPPMHP Makassar, APRI, SFP, area manager of the APRI members in South Sulawesi Province, and the suppliers and miniplants in South Sulawesi Province.

There were several agendas include the presentations, discussions, and training. Started by opening statement from Mr. Putu Sumardiana as the head of Supervision, Control, and Information Department of BKIPM Makassar and the head of Marine Affair and Fisheries Agency of South Sulawesi. Mr. Putu says that the world is confronted with several global fisheries issues such as food safety, fisheries product traceability, and environment effect. Moreover, the standardization regulation that more strict from importer countries such as US which is requires the fisheries product that enter to their country must be free from pathogens through Seafood Import Monitoring Program (SIMP) concept.

The first presentation was from the Fisheries and Marine Director of Bappenas that was talking about the support from Global Marine Commodities (GMC) Project to Sustainable Fisheries and then continued by Mr. Bambang A. Nugraha as APRI Secretary that was presenting about the Importance of Understanding and Prosecution of the Violation of PerMen KP No. 56 2016. The third presentation was about the Production Standard Appropriate with the Quality Warranty System of the Fisheries Product which was delivered by head of BKIPM Makassar.And the fourth presentation was about the Developing the Obedience of Blue Swimming Crab Product Traceability Through the Control Document Implementation which was delivered by the Executive Director of APRI that is Dr. Hawis Madduppa and continued with discussion.

The last agenda was a Training about the Procedures for Fulfilling the Control Document guided by APRI where there was two different methods that was the Control Document filling manually and with APRI Apps. This training followed by every suppliers and miniplants who were attended, and hope that with this training, suppliers and miniplants can more understand about the Control Document fulfillment, and implement it.

As an Executive Director of APRI, Dr. Hawis Madduppa says that the mapping miniplant of blue swimming crab was done in six provinces that was East Java, Central Java, West Java, Lampung, North Sumatera, and Southeast Sulawesi. And in 2018, APRI come in to South Sulawesi due to the high potential of blue swimming crab in this province. We are ready to support the government in the acceleration of CPIB certification at miniplant level.

This program in South Sulawesi closed with hope that every fishermans, collectors, miniplants, and also every stakeholders, can more understand about the every material that was delivered and be able to share it with the others, and surely be able to implement it. Let’s go together to develop our blue swimming crab in every sectors, to maintain and improve blue swimming crab sustainability, sustainable industry, and economic sectors. APRI believe that every stakeholder will be able to make a synergy for our blue swimming crab.
